Some advice from my experience:

* buy a good quality PSU. A bad PSU will ruin your other components.
* silence is more important than performance (at least to me) - so buy a passive cooled video card and a big radiator for the CPU. Avoid small coolers at any cost.
* buy a few low RPM case fans to keep the air flowing inside the case. Ideally 12cm fans at 1000RPM. They are dead silent and provide good flow.
* buy a backup hdd - ideally an external one which you disconnect from the computer after you backup. You never know when shit hits the fan.
* cheap mobos have glitches you never thought could exist. Avoid them.
* the CPU is not the most important part. The real bottleneck is the HDD. buy a SSD if you have the money.
